Support for Socio-Cultural Projects of the PDU
The SDR Tourisme Souss Massa recognizes the essential role culture plays in making a destination attractive and works closely with local and regional partners to enhance the region’s cultural offerings. Additionally, it integrates entertainment and leisure into its development initiatives, further strengthening cultural and tourism activities in the area.
As a part of its mission, SDRT Souss Massa has been tasked with assessing management models for various projects under the Urban Development Plan (PDU) and conducting strategic studies on the operation and sustainability of major cultural and tourism infrastructures. These studies include:
1. Birds valley

The Valley of Birds in Agadir is a beloved green space that has been a part of the city’s heritage for generations. Once a popular leisure spot for locals, this wildlife park has turned into a peaceful sanctuary. With a strong identity and a commitment to conservation, it has become a must-visit destination, offering visitors a unique and enriching experience.
As part of the park’s redevelopment project, SDRT Souss Massa conducted a comprehensive study on its management strategy to enhance this iconic site. The study explored new opportunities to attract a wider audience and position the Valley of Birds as a key destination while preserving its authenticity as one of Agadir’s historic landmarks.
2. The Grand Theater of Agadir

The Grand Theater of Agadir is a landmark cultural project designed to enrich and renew the region’s artistic and cultural scene. Intended to host a wide range of events, it aims to become a major cultural hub for both Agadir and the entire Souss Massa region.
As part of the project’s feasibility studies, the SDRT Souss Massa conducted ab in-depth research to ensure the theater fulfills its role as a central cultural venue. These efforts focused on creating opportunities for both local and international artists to showcase their talent and thrive.
Various management models have been proposed to ensure the economic and operational viability of the theater. These models consider local specificities and seek to establish an efficient management system that maximizes cultural impact while ensuring financial sustainability.
Additionally, identifying needs in terms of communication, human resources, and marketing has been deemed essential to support the theater’s development and revival. A targeted communication strategy, talent management, and tailored marketing initiatives are necessary to ensure not only the theater’s attractiveness but also its sustainability as a cultural pillar in Agadir.
3. The public reading network of Agadir

The public reading network of Agadir, developed as a part of the Urban Development Program (PDU), is a strategic initiative aimed to expand access to culture and education across Greater Agadir. This network will feature more than 20 reading points strategically distributed to serve different areas of the city and its surroundings, ensuring broad access to diverse literary resources.
As part of this project, SDRT Souss-Massa conducted a study on potential management models and identified a suitable operator. A draft management agreement has been prepared and shared with all stakeholders.
These initiatives position the public reading network as a flagship project for the region, embodying a modern and inclusive vision of culture and education.
4. Agadir’s Olympic swimming pool

Agadir’s Olympic swimming pool is a flagship project designed to enhance the city’s sports infrastructure. Developed as a part of the Urban Development Plan (PDU), it aims to provide a top-tier facility that meets international standards. Its primary goal is to support high-level athletic training while also making swimming more accessible to local youth. The pool is expected to become a key venue for national and international competitions while serving the community’s recreational and training needs.
To achieve these objectives, SDRT Souss Massa has explored various management models through a detailed study assessing needs and opportunities, proposing innovative and sustainable operation strategies. To ensure the project’s long-term viability, SDRT Souss Massa has contributed to the development of a strategy to maximize attendance and position the pool as an international landmark. This includes organizing regular events, implementing an inclusive pricing policy, conducting targeted marketing and communication campaigns, and offering diverse programming to attract a broad and varied audience, ensuring the facility’s financial sustainability.
5. The Grand Covered Hall of Agadir

The Grand Covered Hall of Agadir is a large-scale project within the UDP, designed to meet the city’s sports and event needs. This modern complex will host a variety of sport and entertainment activities, equipped with state-of-the-art infrastructure to provide an optimal experience for athletes and spectators alike. The project is part of broader efforts to enhance urban infrastructure and position Agadir as a premier venue for regional and national events.
The SDRT Souss Massa has designed the hall to be versatile, sustainable, and accessible to all. The emphasis has been on optimizing space for a variety of activities and events, ensuring inclusivity, and seamlessly integrating the facility into the urban landscape. To secure the project’s long-term viability, several management and financing models have been explored.
6. Local sport fields

Local sport fields are essential drivers of community development. Launched on a large scale in recent years, this ambitious program aims to equip urban and peri-urban areas with high-quality, accessible sports infrastructure.
Under the sixth axis of the PDU, the neighborhood sports fields project in Agadir seeks to revitalize urban spaces by creating multifunctional sports grounds throughout the city. These spaces will accommodate recreational and community activities, providing residents with accessible venues for sports and leisure.
The SDRT Souss Massa has developed an innovative concept for neighborhood sports fields that integrates seamlessly into the city’s socio-cultural fabric, transforming these areas into true community spaces. This approach envisions professional sports animators managing these fields to ensure tailored offerings that meet local needs. Additionally, SDRT has proposed making these spaces accessible to the entire population through inclusive infrastructure and programs that encourage sports participation across all ages and skill levels.
The overarching goal of the SDRT Souss-Massa is to operationalize the socio-cultural projects of the PDU by defining tailored management and operational strategies for each facility, thereby fostering cultural development in the region.
